Section 8
Responsibilities and responsibilities of drinking water and sanitation
: (1) The responsibility and responsibilities of providing, constructing, operating and managing drinking water services, sanitation services and project permits shall be the responsibility and liability of the Government of Nepal, the provincial government and the local level.
(2) The responsibilities and obligations of the Government of Nepal, the Provincial Government and the local level for the work under sub-section (1) shall be as follows:-
(a) Responsibilities and obligations of the Government of Nepal:-
(1) Large and complex projects of a national nature related to drinking water service and sanitation,
(2) Projects to be built with co-investment and foreign aid,
(3) as specified: cost estimate as specified in the area or project to provide drinking water and sanitation services to the population as specified,
(4) Projects related to more than one province,
(5) Specified: Multi-purpose waste water treatment and management work requiring large investment as follows,
(6) A project to transfer natural resource water from one watershed to another watershed,
(7) Projects as prescribed by the Government of Nepal,
(8) Monitoring water supply and sanitation projects.
(B) Responsibilities and Responsibilities of State Government:-
(1) Estimated cost or project to provide drinking water and sanitation services to the population in the specified area, (2) Related to waste water management and processing,
(3) Projects affecting more than one local level within the province.
(c) Responsibilities and Responsibilities of Local Level:-
(1) Basic drinking water and sanitation services at the local level,
(2) Enhancing public awareness on sanitation,
(3) Wastewater: Operation of Management Systems,
(4) Project to provide drinking water service to the population or estimate the cost as specified in the specified area,
(5) Maintenance and rehabilitation of drinking water and sanitation projects operated by the local level.
(3) The implementation of the responsibilities and obligations under clauses (b) and (c) of sub-section (2) shall be in accordance with the laws of the respective provinces and local levels.
(& amp;) Regardless of what is written in sub-section (3), the Government of Nepal can do the work according to this Act until the provincial and local laws are made.
(5) Notwithstanding anything written in this section, if the urgent water supply and sanitation projects require high cost or specialized technical skills, if they are unable to complete the project due to geographical complexity and manpower, the local level shall submit to the provincial government for the implementation of the project and the provincial government shall submit to the Government of Nepal. can be requested before
(6) According to sub-section (5), the projects requested from the local level shall be implemented by the provincial government and the projects requested by the provincial government shall be implemented by the Government of Nepal.
(7) Government of Nepal, provincial government and local level shall have the right to regulate drinking water and sanitation within their area as mentioned in sub-section (2).
(2) The responsibilities and obligations of the Government of Nepal, the Provincial Government and the local level for the work under sub-section (1) shall be as follows:-
